Bill Wheeler
Bill has worked in the public sector for over 30 years both
in the armed services and in local and central government.
He has a considerable record of achievement as a general
manager and an ICT professional.
Like all good consultants, Bill places considerable
emphasis on training and professional qualifications.
He is a member of the Institute of
Management and a long-standing member of the British
Computer Society. He is also a qualified PRINCE 2
practitioner.
Bill worked in the armed services as a trainer and, later
as an IT consultant before joining Highland Regional Council
where he was the IT manager in its Social Work Department.
He joined the Scottish Children's Reporter Administration
where, as its first Head of IT he developed and implemented
its IT strategy. Bill has considerable experience of
leading and developing teams of people in both their
management and technical skills.
He has a wide knowledge and experience of ICT equipment, software and
services, including PFI and outsourcing issues, under EU public procurement
rules.
