Background
Michiel has developed a blend of management, advisory, technical and training skills
underpinned and gained in executive management positions held and through formal
education in the ICT and business fields. Michiel is a Senior Management Consultant
with over 25 years consulting and management experience, gained in both the public and
private sectors. He has advised a range of clients at the ICT and business strategic,
tactical and operational management levels. Michiel has sound computer system and
management skills developed from his MBA, BA Information Science (Honors) and extensive
ICT education and training.
Michiel has worked in the private and public sectors and as an own independent
consultant. This included periods as a Senior Consultant (a top five software and
hardware global service organisation) and as Head and Principal Consultant/Advisor
(Public Sector). This followed as Head of ICT and Research (large organisation in the
tourism sector), IT Manager (global organisation in the manufacturing sector) and as
Director of Software Development and Support (medium sized organisation in the software
services sector).
Michiel has accumulated a wealth of strategic, tactical, and operational management,
lecturing and consultancy experience. In consultancy assignments, he advised Executive
Management Boards, Chairmen, CEOs and CIOs, reviewed and developed ICT and e-Business
strategies, assessed and directed ICT governance frameworks and policies, and reviewed
and oversaw the project management of major ERP implementations. He also provided
guidance on the acquisition and implementation of numerous large-scale computer
application systems. This included overseeing and directing the compilation of ICT
requirements, as well as tender specifications, as well as tender, supplier and
implementation management.
In addition to offering specialist ICT and business management advice, Michiel,
on invitation and as Visiting Adjunct-Professor, delivers guest lectures, courses and
presentations in MIS (Management Information Systems), Information Analysis and Systems,
and Strategic e-Business. He delivers these presentations and lectures around the world
on University Master and PhD degree programmes.
Michiel has founded one management consultancy business delivering various ICT and
business management advisory services. For the past 13 years, Michiel has served on
the Board of a charity/non-profit organisation, which delivers social upliftment
programmes to the disadvantaged in South Africa, and also serves as a Board member of
an entrepreneurial development organisation based in Canada.

As External Advisor, Michiel carried out a review of the ICT strategies, plans, and
requirements for specific research purposes. The structure of ICT within the division
and its role and responsibilities were analysed and improvements recommended.

As Senior System Consultant, he delivered various Unisys/Burroughs ICT
training courses to the public and private sector client bases. This included
the redevelopment of certain specific courses for countrywide presentation as
well as tailoring courses for specific in-house purposes.
Public Sector - National Auditing Organisation
As External ICT Advisor, Michiel held numerous ICT Executive briefings
for the CEO and Management Board. These briefings included, amongst others, the
role and responsibilities of the Executive Management Board in ICT matters,
governance, and decision making for ICT value and benefit realisation.
In other engagements, Michiel held numerous ICT Executive briefings for the CIO of
the organisation. T hese briefings included, amongst others, the governance of ICT
and the role and responsibilities of the CIO, and guiding the application of ICT
strategy
Various International University Business Schools
As Visiting Adjunct-Professor, Michiel lectured on MIS (Management Information
Systems), e-Business Strategy, and Information Analytics at various global
Universities. The subject of "Using Technology to
Develop New Markets" was
specifically developed for this purpose. These lectures were delivered on MBA
degree programmes. Visiting lectures were also delivered to students on PhD
programmes.

Developed and presented an executive briefing on e-Business strategies,
implementation, management and impact on the organisation.
University
As External ICT Advisor, he carried out a review of the ICT function. This
included its service delivery and use within the support function. The
review had to address, amongst other items, the organizational ICT structure.

Large City Hospital
As Senior Consultant, Michiel developed an electronic management reporting system. This reporting system assisted management of the hospital in decision making and
overseeing the critical daily ICT operational aspects of the entire hospital.
ABB (previously Brown-Boveri and Asea)
As Facilities Manager, the equivalent of an IT Manager today, compiled a
Technology Plan forming part of the ICT Strategic plan. The technology plan
guided the upgrade of an IBM mini computer, the redesign of the computer room
and improved operational workflow.
Kanhym
As Senior Consultant, project managed and directed development of a feedlot
integrated management system to facilitate the feeding management of livestock. Kanhym was at the time the largest live stock feeding organisation in the southern
hemisphere.
Public Sector National Transport organisation
As Head of Consultants, advised and oversaw the implementation of a national
transport management information system, valued at ₤11m. This system managed
the registration processes of all vehicles. Oversight included a review of the
tender and system specifications, the system test criteria, tendering, tender
evaluation management, and implementation governance.
Public Sector National Executive Management
As Head of Consultants oversaw and project managed, the procurement of ICT
outsourced services to implement an ICT Strategic electronic communication and
office system. This system connected all pubic sector entities domestically and
relevant public sector organizations, globally and included the document
processing functions. This oversight included the development of system and
tender specifications, technology feasibility, proposed solutions feasibility
analysis, tendering, tender evaluation management and implementation governance.
National Tourism Board
As Head of Information Systems and Research, directed the creation of an ICT
strategic framework, setting guidelines for strategy, architectures and computer
platforms. This included implementation of project management processes, incident
reporting and operational procedures.
Public Sector National Auditing Organisation
As External ICT Advisor, reviewed the ICT strategy of the organization and proposed
improvements. In another assignment, As External ICT Advisor, reviewed the
business to ICT strategic alignment, reported, and presented the outcomes to the
Executive Management Board.
DS Communications
Developed an e-Business strategy and directed the implementation. This
included assessing service solution provision, supplier management, service
provider selection, content management oversight and project managing the
implementation.
Large University
As External ICT Advisor, carried out a review of the ICT function. Service
delivery and ICT use within the Support functions were included. The review
had to address the Governance of ICT, the MIS systems, the application of
eLearning, the future role of ICT, the future for ICT, and the organizational
ICT structure.
National Research Organisation - Environment Division
As External ICT Advisor, carried out a review of the ICT strategies, plans and
requirements for specific research purposes. The current role of IT, the future
role of IT, the structure of ICT within the division and the application of
electronic commerce was also included.
Barclays UK / ABSA Bank (South Africa)
Facilitated and provided strategic input on decision-making and advisory
services on a large internet banking outsourcing contract. This included
establishing the key success factors and items to guide an e-Business strategy
design.
Big Four Audit and Consulting organisation
Facilitated and provided guidance on an inter-company project delivered by the
consulting business unit to the new business unit in the audit organisation. A
review was carried out of the acquisition process, including roles and
responsibilities, for the team members of each party.

National Tourism Board
As Head of Information Systems and Research, directed the de-commissioning of
an outdated integrated financial system based on a main frame. The old system was
replaced by a new integrated financial system on a client server network,
resulting in a more reliable and efficient system at head office. This programme
included the implementation of project management processes, incident reporting
and improved operational procedures.

As Facilities Manager, directed and managed all computer related facilities
including system software, data management and capturing, and computer operations.
National Tourism Board
As Head of Information Systems and Research, directed and managed the ICT and
Research business units. This included ICT services delivered to three primary
ICT service areas; head office; 11 regional and nine international offices.
Public Sector National Auditing organisation
As External ICT Advisor, advised the Head of the organisation, Deputy Head and
the Management Board of Executives on all ICT related matters.
Public Sector National Auditing organisation
As External ICT Advisor, advised the ICT Steering Committee on all ICT-related
matters. This included oversight and governance at the ICT strategic, tactical
and operational level of the organisation.
National Agriculture Research Council
As External ICT Advisor reviewed the in-house ICT systems development
processes. This included the ICT systems development life cycle, end user
computing, the restructuring of ICT division, and policies and frameworks in
the respective ICT areas. A number of items from the review, implemented by
the organisation, included adjustment to policies and acceptance of ICT system
development standards.
Public Sector National IT Network and Telecommunications organisation
As Head of Consultants, initiated and implemented a personnel structure in
support of a configuration management system in the network and telecommunications
domain. This included establishing and designing roles, responsibilities, workflow
design, operational processes and a management monitoring system
ICT Project Management
A National Building Society
As Senior Consultant, project managed a successful financial system conversion
from a mini to a mainframe computer system.
National Tourism Board
As Head of Information Systems and Research, directed and project managed the
stabilising of local ICT infrastructure in 22 offices (11 regional and nine
international). This included the standardisation of ICT platforms for efficient
service delivery.
Public Sector National Auditing organisation
As External ICT Advisor and member of the Upgrade Project Steering Committee,
advised on relevant ERP project issues. This included overseeing and governance
of the project, as set by the project charter and the project governance
guidelines, and assisting the Chairman of the Steering Committee in keeping the
project on track. It was one of the first major implementations of this ERP
release in the southern hemisphere, for which the risks had to be carefully
managed. The first module was successfully implemented within the period and
budget parameters set and approved by the Executive Management Board.
Barclays/ABSA Bank (South Africa)
Facilitated and directed a workshop to establish strategic factors (key success factors, business
functions, skills required, etc.) in a business engineering exercise for the
DSG group (Decision Support). This included a report on the business
functions, roles and responsibilities.

As ICT Facilities Manager, the equivalent of an IT Manager today, compiled and
implemented an ICT Disaster Recovery Plan (DRP) for the organisation.
Public Sector National Auditing organisation
As External ICT Advisor, directed the review of an ICT governance policy. The adjustment to the policy needed firm guidance to ensure approval on the first
submission to the Executive Management Board. This was accomplished.
Large University
As External ICT Advisor, carried out a review of the ICT function including
its service delivery and use within the support functions. The review addressed
the governance of ICT.
Public Sector National Auditing organisation
As External ICT Advisor and member of the Upgrade Project Steering Committee,

As External Business Management Advisor, directed and advised on the
development of the business plan to include opportunities for international
business in the USA. This included participating in the world-renowned
MBA Moot Corp competition for new venture creation, held in Austin, Texas,
USA and analysing venture capital seeking opportunities in the USA.
Hydrasure
As External Business Management Advisor, directed and advised on the
development of the business plan. He guided adjustment, after review, of
the then current plan. Venture capital opportunities USA were analysed. It
also included participating in the world-renowned MBA Moot Corp competition
for new venture creation held in Austin, Texas, USA.

As Head of Consultants, advised, project managed and oversaw the implementation
of a centralised procurement programme for computers and various peripherals
valued at ₤4m. The programme included overseeing the research in terms of
technology feasibility, reviewing the tender specifications, designing product

contracting management and implementation.
