Project Staffing Principle

The project manager should be responsible for identifying the people (s)he wishes to have as members of the project team.  The Sponsor has an important role in doing what is necessary to make these people available.

Objectives

The roles and skills required should be known for appointing people to the project organisation
The project organisation structure should be documented.
People should understand their project roles and what is expected of them in their role

Our Approach

People can have many roles.  A role is not the same as a post.  One  person can fill several roles in a project so long as there is no conflict of interest.

Roles may be part time, but the role of Project Manager (or Leader) is best done full time if possible

The project manager should clearly understand the mix of skills in the project team and the skills gaps that exist.

The project manager should define the roles and responsibilities clearly for each member of the project team

A proper project team structure should be established and documented showing reporting lines and deliverables
